David Luiz moved to the Emirates from Chelsea for £8million.
Arsenal spent a club-record £75million to secure the services of Pepe in the summer.
Unai Emery made a mistake signing Nicolas Pepe in the summer instead of a world class defender, says Charlton boss Lee Bowyer.
The Gunners secured the services of Pepe from Ligue 1 side Lille for a club-record fee of £75million.
David Luiz also moved to the Emirates from Chelsea for £8million, but Arsenal’s defensive woes still persist.
Bowyer, however, reckons it would have been a better decision to sign a top centre-back like Maguire, who moved to Manchester United in a deal worth £80million, rather than another forward.
"Defensively they are frail, they concede too many goals. Their centre-halves have been a problem for years," said Bowyer on Sky Sports' The Debate.
"It's not just been this season, it's been for a while now, but they would rather spend £75million on a winger than a centre-back.
"Maguire would have been perfect for them, why didn't they get him?"
